In March of 2009, a witness observed Bruckner dumping a substance into a waterway and found a pool of orange foam near the Juniata River, the newspaper said, citing court records. The witness wrote down Bruckner's license plate number, and police discovered it belonged to a van owned by West Shore Printing. Tests identified the foam as a toxic chemical used in commercial printing.
