Prosecutors said Hereimi opened a printing company called Horizon Graphics, which had no equipment. Maad, while employed with the state’s Department of Health and Human Services, brokered state jobs to other printers and paid for them with cash or by using Horizon Graphics credit cards.
The paper quoted prosecutors as saying Maad created inflated invoices, many of them double the actual amount, submitted by Horizon to the state. Each fraud count represents the mailing of a state check to Horizon Graphics for subcontracted work done elsewhere much cheaper.
