State and Local Financial Assistance Opportunities

In these challenging times, state and federal organizations alike are stepping up to provide financial assistance to individuals and businesses affected by COVID-19. See below for a list of opportunities state-by-state.

Federal

• SBA Disaster Assistance: SBA offers disaster assistance in the form of low-interest loans to businesses, renters, and homeowners located in regions affected by declared disasters. Learn more and apply here.
• The Worker Adjustment & Retraining Notification Act (WARN): is a federal law that requires employers to provide advanced notification to workers when faced with a plant closing or mass layoff. With this early notice, workers and their families are provided transition time to adjust to the prospective loss of employment, to seek and obtain other employment, to access assistance through a Local Workforce Development Board, and enter skills training that will allow them to successfully compete in the job market. See here.

• Federal Income Tax Filing and Payment Deadline Extension: The federal tax return filing deadline is now July 15, 2020. Several states have already aligned their tax filing and payment deadlines with the new federal deadline. States also may waive or reduce penalties on late tax payments.
• Families First Coronavirus Response Act: Learn more here.
• Employee Retention Credit: The CARES Act also includes a 50% tax credit for businesses that were impact by COVID-19 for wages of employees up to $10,000. The credit is available to all employers, regardless of their business size.
• Economic Injury Disaster Loan: The loan is available for businesses with fewer than 500 employees, as well as sole proprietorships, independent contractors and cooperatives and private nonprofits. It’s designed to provide working capital, and up to half of a prior year’s gross profit is offered. SBA has implemented automatic deferment on existing SBA disaster loans through the end of 2020. Apply here.
• Paycheck Protection Program: The CARES Act includes $350 billion for this loan program that is designed to encourage companies to keep folks on payroll. • The Save Small Business Fund: U.S. Chamber of Commerce Foundation is offering short-term relief for small employers in the United States and its territories. Learn more and apply here.

• Facebook Small Business Grants Program: Facebook has committed to offering up to 30,000 small businesses $100 million in cash grants and Facebook advertising credits. Learn more and apply here.
• Verizon is waiving late fees for any small business or residential customers due to their economic circumstances related to COVID-19 for the next 60 days. See here.
• AT&T is waiving late fees and will not terminate the service of any wireless, home phone, or broadband residential or small business customers unable to pay their bill due to disruptions caused by COVID-19. See here.
• Comcast is providing free Xfinity hotspots, unlimited data, and no disconnects or late fees for all customers experiencing hardship over the next 60 days. See here.

• Birmingham Strong Fund: will rapidly deploy resources to small businesses in Birmingham that are substantially affected by the Coronavirus. Learn more and apply here.

Alaska

• Express Bridge Loan and other funding resources: to aid businesses with financial challenges due to COVID-19. Learn more and apply here.

Arizona

• Shared Work Unemployment Compensation Program: allows an employer to divide the available work or hours of work among a specified group of affected employees in lieu of a layoff, and it allows the employees to receive a portion of their Unemployment Insurance benefits while working reduced hours. Apply here.
• Local First Arizona Small Business Relief Fund: Local First Arizona is offering micro-grants to very small businesses facing the impact of COVID-19. Apply here.
• WaFD Small Business Credit Line: Regional bank is offering a 5-year credit line with the first 90 days interest free to businesses who have experienced a 10% drop in revenue. Learn more and apply here.

Arkansas

• Quick Action Loan Program: The program will be funded through an allocation of $4,000,000 from the Governor’s Quick Action Closing Fund, and an additional $3,000,000 from Attorney General Leslie Rutledge’s Consumer Education and Enforcement Fund. • The Shared Work Unemployment Compensation Program: provides an alternative for employers faced with a reduction in work force. It allows an employer to divide available work or hours of work among a specific group(s) of employees in lieu of a layoff, and it allows the employees to receive a portion of their unemployment benefits while working reduced hours. Apply here. California

• San Francisco COVID-19 Small Business Resiliency Fund: Businesses with between one and five employees can apply for up to $10,000 in emergency funding to help cover rent and employee salaries. Apply here.
• San Francisco is deferring payment of: quarterly business taxes due April 30 for businesses with up to $10 million in gross receipts. The taxes will be deferred to February 2021 with no interest or penalties. San Francisco is also deferring annual small business license and permit fee due dates that make up the Unified License Bill until June 30, 2020.
• Sacramento Small Business Economic Emergency Relief Loan: A $1 million fund for businesses to borrow up to $25,000 if they were impacted by the coronavirus outbreak. The fund is currently exhausted, however businesses should check back if additional funding becomes available. Learn more here.
• Stanislaus County Bridge Funding: The Stanislaus County Department of Workforce Development will issue $1 million in micro-grants to local businesses with up to 50 employees that have experienced financial hardship due to the COVID-19 pandemic. Apply here.
• City of Los Angeles Small Business Emergency Microloan Program: Businesses and microenterprises in Los Angeles that are responsible for providing low-income jobs can get an emergency microloan of $5,000 to $20,000. Apply here.
• City of Oakland’s Finance Department will waive late payment penalties on taxes due March 1, 2020 for small businesses impacted by COVID-19. To apply for a payment plan, call the Finance Department customer service line at (510) 238-3704 or email BTwebsupport@oaklandca.gov.
• Los Angeles Employer Assistance Grant Fund: Los Angeles County will provide local small businesses with 2 to 50 employees that have been impacted by the coronavirus pandemic with grants up $10,000. Apply here.
• IBank Disaster Relief Loan Guarantee: The California IBank is offer 95% guarantees on loans worth up to $1 million to small businesses in declared disaster areas. Apply here.

Colorado

• Denver Small Business Emergency Relief: This program offers cash grants of up to $7,500 to businesses in industries particularly hard-hit by the coronavirus. See here for more information.
• Denver Microloan Program: The city of Denver plans to provide microloans to impacted businesses in the city. Loans will be between $5,000 and $50,000. Learn more and apply here.
• Tax Extensions: Denver businesses won’t have to pay the 15% late fee if they’re unable to pay their business taxes that are due in March or April.

Connecticut

• Connecticut Bridge Loans Program: Connecticut is making one-year bridge loans up to $75,000 with 0% interest to businesses with 100 or fewer employees that have been harmed by COVID-19. Learn more and apply here.
• Tax Extensions: Deadlines for filing and payments associated with certain state business tax returns due on or after March 15, 2020 are extended by at least 30 days. You do not need to take action to receive the extended due date. See here.

Delaware

• H.E.L.P. No-Interest Loans: Delaware announced no-interest loans up to $10,000 for hospitality businesses that earn less than $1.5 million a year and have been impacted by the coronavirus outbreak. Learn more and apply here.

District of Columbia

• DC Small Business Recovery Microgrants: Washington, D.C. has created a $25 million fund for microgrants for small businesses and nonprofits within the district impacted by COVID-19. Apply here.
• Truist Cares for Small Businesses Grants: Truist Financial Corp. is offering grants to small businesses that have experienced substantial losses in recent weeks through their community development financial institutions. Apply here.

Florida

• Florida Small Business Emergency Bridge Loan Program: Loans of up to $50,000 — $100,000 in certain special cases — are available to coronavirus-affected small businesses. The loans are meant to serve as short-term funding that can be repaid once businesses can access alternative funding. Apply here by May 8th.
• Fighting Chance Fund: The city of St. Petersburg is offering up to $5,000 in grants to small businesses located in the city with 25 or fewer employees that have been negatively impacted by the COVID-19 pandemic. Apply here.
• Tampa Bay Rapid Response Fund: This fund provides a trusted and reliable way to make tax-deductible donations to address emergency situations in our community. Learn more about this here.

Georgia

• Forbearance Program and Extension Program: Two financial assistance programs to help Bank of Hawaii loan customers facing financial hardship as a result of COVID-19. Learn more and apply here.

Idaho

• On March 18th, the Governor announced the State of Idaho is seeking responses from small, non-farm businesses across Idaho whose operations and ability to conduct business have been disrupted by the coronavirus.
• WaFD Small Business Credit Line: Regional bank is offering a 5-year credit line with the first 90 days interest free to businesses who have experienced a 10% drop in revenue. Apply here.

Illinois

• Chicago Small Business Resiliency Fund: small businesses in Chicago can apply for low-interest loans of up to $50,000 with repayment terms of up to five years. Apply here.
• Downstate Small Business Stabilization Program: Small businesses of up to 50 employees the opportunity to partner with their local governments to obtain grants of up to $25,000 in working capital. Apply here.
• University of Chicago South Side Small Business Support: The University has dedicated $1 million in funding to provide short-term grants up to $7,500 for businesses impacted by the coronavirus outbreak on Chicago's South Side. Apply here.

Indiana

• Rapid Response Loan Fund: Indy Chamber's Business Ownership Initiative (BOI) is offering bridge loans worth between $1,000 and $25,000 at 3.75% interest for local businesses impacted by COVID-19. Apply here.
• COVID-19 Emergency Small Business Forgivable Loan Program: Businesses located within the counties of Clark and Floyd, Indiana are eligible for forgivable loans if they're under 50 employees, have been in business for at least two years, and received previous bank financing. Apply here. (PDF)

Iowa

• Iowa Business Tax Deferral: deferral of the eligible taxes and waiver of penalty and interest remains open. To be eligible, businesses must be experiencing business disruption due to the COVID-19 pandemic.
• Targeted Small Business Sole Operator Fund: support Targeted Small Businesses (TSB) with zero employees that have been economically impacted by the COVID-19 pandemic.

• KC Covid-19 Small Business Relief Loan Fund: On March 31, 2020 a new community-backed $5 million small business relief loan fund was launched by AltCap to provide immediate relief to local small businesses experiencing extreme economic hardship due to Covid-19 related disruptions. Apply here.
• Loan-Up Program: Economic Development Corporation of Kansas City continues to offer revolving loans for small businesses through their Loan-Up Program. Apply here.

Kentucky

• Jefferson County Small Business Continuity Loan Program: The loan program will provide zero-interest loans up to $25,000, with no payments for 12 months, for businesses with 10 full-time employees or fewer. Apply here.
• Truist Cares for Small Businesses Grants: Truist Financial Corp. is offering grants to small businesses that have experienced substantial losses in recent weeks through their community development financial institutions. Apply here.

Louisiana

• New Orleans Business Alliance Gig Economy Fund: The New Orleans Business Alliance from $500 to $1,000 to musicians, drivers, and other gig workers affected by COVID-19. Learn more and apply here.
• Louisiana Loan Portfolio Guaranty Program: Louisiana Economic Development will offer loans up to $100,000, with interest rates of no more than 3.5%, and no payments for at least 180 days. Apply here.

Maine

• Finance Authority of Maine: (FAME) and participating lenders will make special terms available to Maine-based businesses that have experienced interruption or hardship due to COVID-19. Learn more and apply here.

Maryland

• Maryland Small Business COVID-19 Emergency Relief Loan Fund: $75 million loan program offered through the Maryland Department of Commerce offers loans of up to $50,000 for businesses with fewer than 50 employees. Apply here.
• Maryland Small Business COVID-19 Emergency Relief Grant Fund: Grants of up to $10,000 are being offered to provide working capital for small businesses and nonprofits. Apply here.
• Maryland COVID-19 Emergency Relief Manufacturing Fund: $5 million incentive program is offering grants of up to $100,000 for businesses that make personal protective equipment or other items identified as critical needs for healthcare providers and first responders during the pandemic. Apply here.
• Truist Cares for Small Businesses Grants: Truist Financial Corp. is offering grants to small businesses that have experienced substantial losses in recent weeks through their community development financial institutions. Apply here.
• COVID-19 Layoff Aversion Fund: The state of Maryland has dedicated a $7 million fund to help prevent layoffs among businesses in the state. Apply here.

Massachusetts

• 2020 Small Business Recovery Loan Fund: Gov. Charlie Baker announced a $10 million loan fund to help support employers whose businesses have been impacted by COVID-19. Apply here.

• Short-Time Compensation Program: helps prevent layoffs by allowing employers to uniformly reduce affected employees’ hours by 10 to 60 percent while permitting the employees to receive a prorated unemployment benefit. Apply here.

• The New Jersey Economic Development Authority will provide more than $75 million in support for small to mid-sized businesses impacted by COVID-19. Applications open April 13. Apply here.
• New Jersey Small Business Emergency Assistance Grant Program: The New Jersey Economic Development Authority (NJEDA) is offering up to $5,000 in grants to impacted businesses in specific industries with 1-10 full-time employees. Apply here.

New Mexico

• COVID-19 Business Loan Guarantee Program: The Economic Development Department (EDD) has created a program to assist businesses seeking emergency loans or lines of credit to deal with negative economic impacts from COVID-19. Learn more and apply here (at bottom of page).
• Local Economic Development Act (LEDA): LEDA is a signature program at the EDD that provides grants to help economic development-based businesses pay for land, buildings, and infrastructure to relocate or expand. EDD can make no-interest loans from LEDA to assist COVID-19 impacted businesses as well. Businesses interested in LEDA should contact their regional development representative. Learn more and apply here.
• NMEDD Guarantee Program: The New Mexico Economic Development Department is guaranteeing a portion of a loan or line of credit up to 80% of principal or $50,000 for small businesses seeking an emergency loan or line of credit. Apply here.
• WaFD Small Business Credit Line: Regional bank is offering a 5-year credit line with the first 90 days interest free to businesses who have experienced a 10% drop in revenue. Apply here.
• Taxpayers will have until July 15 to file and pay any taxes due. Learn more here.

New York

• New York City Employee Retention Grant Program: Small businesses with one to four employees can apply for a grant of up to $27,000 that covers 40% of payroll costs over the course of two months. Learn more and apply here.
• New York City Small Business Continuity Fund: For businesses with fewer than 100 employees, you can get up to $75,000 in interest-free loans from the city to cover revenue losses. Applications have not yet opened. Fill out this interest form to sign up.

North Carolina

• One Buncombe Fund: Businesses physically and principally located in Buncombe County that have experienced at least 25% drop in revenue because of COVID-19 can access low-interest loans. Apply here.
• North Carolina COVID-19 Rapid Recovery Loan: North Carolina is offering up to $50,000 in bridge loans for business impacted by COVID-19 intending to secure loans from the SBA. Apply here.
• Truist Cares for Small Businesses Grants: Truist Financial Corp. is offering grants to small businesses that have experienced substantial losses in recent weeks through their community development financial institutions. Apply here.

North Dakota

• Otto Bremer Trust Community Benefit Financial Company Emergency Fund: The Otto Bremer Trust has set up a $50 million fund for nonprofits and community organizations Minnesota, Wisconsin, North Dakota, and Montana. Apply here.
• North Dakota Development Fund 30-Day Pause for Payments: suspended all payments for its loan programs for 30 days.

Ohio

• Truist Cares for Small Businesses Grants: Truist Financial Corp. is offering grants to small businesses that have experienced substantial losses in recent weeks through their community development financial institutions. Apply here.
• Appalachian Growth Capital Loans: Appalachian Growth Capital, LLC is overseeing a fund of loans for small businesses with fewer than 500 employees that have experienced disruption due to the COVID-19 outbreak. Apply here.

Oregon

• Beaverton Emergency Business Assistance Program: Businesses in Beaverton that were ordered to close as a result of government coronavirus guidelines can apply for $2,500 per month in rent or mortgage reimbursement while the city is in a declared state of emergency. Apply here.
• Hillsboro Small Business Emergency Relief Program: From March 23 to April 20, businesses in Hillsboro can apply to receive a $5,000 grant to offset losses associated with the coronavirus. Apply here.
• Jade District-Old Town COVID-19 Small Business Response Fund: Small businesses located in the Jade District or Old Town Chinatown of Portland can apply for financial assistance from a $190,000 fund. Apply here.

• Amazon Neighborhood Small Business Relief Fund: Businesses in Bellevue, Wash. and the South Lake Union and Regrade neighborhoods of Seattle — particularly those that rely on foot traffic — can apply online for a grant from Amazon’s $5 million fund. Learn more and apply here.
