The State of New York can easily afford all the technology it needs to allow lawmakers to do most of what they have to do online, such as reviewing pending legislation. But despite the availability and widespread use of this modern technology, the rules insist that all bills being processed in the state Senate and state Assembly must be printed on paper.
In fact, the state constitution requires that bills sit on members’ desks for three days before they can be acted upon.
